The flotation process waste paper deinking agent consists of three non-ionic surfactants and one anionic surfactant in percentage by weight, namely 20-30% of fatty alcohol-polyoxyethylene ether, 20-30% of fatty alcohol polyoxyethylene polyoxypropylene ether, 20-30% of polyoxyethylene fatty acid and 10-20% of fatty acid salt. The flotation process waste paper deinking agent provided by the invention is formed by compounding four surfactants which do not contain alkylphenol ethoxylates (APEO) and sodium alkyl benzene sulfonate, is safe and environmentally friendly, has good permeation effects and emulsification and washing effects, and also has good dispersion and precipitation prevention performance; and the waste paper deinking agent is an environment-friendly waste paper deinking agent which is specifically suitable for flotation process waste paper deinking processes.
