The embodiment of the invention provides a network quality evaluating method and device and a processing platform. The method comprises monitoring the transmission layer stream of a service, and according to a preset cycle, generating a transmission control protocol measurement report (TMR), which is composed of at least one of round-trip delay measurement report, packet loss measurement report, zero window measurement report and transmission control protocol (TCP) three-handshake measurement report; when preset conditions are met, transmitting the generated at least one TMR to the processing platform so that the processing platform implements network quality evaluation according to the at least one TMR. The network quality evaluating device and the processing platform are matched with each other to achieve small-range quality evaluation, thereby improving precise positioning of problematic networks and accuracy of network quality evaluation results.
