The invention relates to a fully-sealed type flood-proof water immersion device and a manufacturing method thereof. The fully-sealed type flood-proof water immersion device comprises a plug body which can be inosculated with a water outlet and is used for blocking inlet water of the water outlet, and a waterproof plate which can be fixed on a window or a door, wherein angle steel with a threaded hole is arranged at a side edge of the waterproof plate; a rubber plate is arranged between the angle steel and the waterproof plate; the other rubber plate is arranged at a corresponding position of the back surface of the waterproof plate; the waterproof plate forms a sealed structure by virtue of the cooperation of the two rubber plates; and the angle steel and the sealed structure are fixed on a wall surface by virtue of bolts which are bolted into nuts nailed into a wall in advance. The fully-sealed type flood-proof water immersion device has the characteristics of convenience in use, simple structure and low cost.
