Zusammenfassung:	A voltage equalization device (1) comprises: voltage detection units (2, 3) for detecting voltages (V81-V84) and voltages (V91-V94) of batteries (81-84, 91-94); switches (41-44, 51-54); and a control unit (7) which repeats setting the lowest voltages of the voltages detected by the voltage detection units (2, 3) for each of battery packs (8, 9) as target voltages (Vt1, Vt2), while repeatedly turning the switches (41-44, 51-54) on and off respectively so that the voltages of the batteries other than the batteries having the lowest voltages for each of the battery packs (8, 9) become the target voltages (Vt1, Vt2) until the control unit (7) determines on the basis of the voltages (V81-V84) and the voltages (V91-V94) detected by the voltage detection units (2, 3) that a cell balance control operation is no longer needed.
