Fuel cell manufacturing method, fuel cell, and fuel cell system

Disclosed is a method for manufacturing a fuel cell having, in order to specify power generation performance of a monitoring cell, a plurality of normal cells, and the monitoring cell having larger hydrogen gas pressure loss than that of the normal cells. The fuel cell manufacturing method is provided with: (a) a step for specifying the upper limit voltage of a voltage range of the monitoring cell; (b) a step for specifying the lower limit voltage of the voltage range of the monitoring cell; (c) a step for specifying, on the basis of the upper limit voltage and the lower limit voltage, the upper limit value and the lower limit value of the pressure loss range of hydrogen gas in the monitoring cell; and (d) a step for manufacturing the monitoring cell such that the hydrogen gas pressure loss of the monitoring cell is within the pressure loss range.
