Zusammenfassung:	The invention provides a sewage discharge total-quantity control and sewage discharge right trade management system. The system comprises a software management platform, a data transmission instrument, a metering device, a concentration monitoring device, a total-quantity control device, a data acquisition and processing instrument, an operation detection device for detecting the operation states of the metering device, the concentration monitoring device, the total-quantity control device and/or the data acquisition and processing instrument and an operation data processing instrument for receiving data output by the operation detection device. The total-quantity control device, the data acquisition instrument and the operation data processing instrument transmit data to the data transmission instrument. According to the system, the metering device and the concentration monitoring device are arranged on a sewage discharge opening of an enterprise to detect the sewage discharge quantity of the enterprise in real time, meanwhile, the operation detection device can detect the operation states of all the devices in real time, detection data are corrected, and conversion to full-process monitoring from traditional point tail end monitoring is achieved.
