The invention provides a technical-publication content delivery system and method. The system comprises a document type definition module, a document attribute definition module, a document number creating module and a storage management module. The document type definition module divides documents to be managed into a technical publication document and a publication delivery process document; the document attribute definition module is connected with the document type definition module, establishes basic attributes for the technical publication document and the publication delivery process document respectively and records basic information of files; the document number creating module is connected with the document type definition module to provide one number for each document as an uniqueness tag; the storage management module is connected with the document type definition module to store the technical publication document with storage planning of technical publications, and the publication delivery process document is stored by the storage planning of the publication delivery process document. Classification, storage, alteration and versions of the technical publications are supported, business processes of publication, delivery and scrap of the technical publications are controlled through electronic technological processes, and publication delivery process of the technological publications is recorded.
