The invention discloses a spring measuring instrument comprising a base, an adjusting component, a height measuring component, an angle measuring component and a positioning component. The adjusting component comprises a sliding mechanism sliding horizontally, and the sliding mechanism is connected to the base; the height measuring component comprises a height ruler, one end of the height ruler is connected to the sliding mechanism, and the height ruler slides with the sliding mechanism horizontally; the angle measuring component comprises an indexing disc which is rotationally arranged on the base; the positioning component comprises a positioning mandrel and a positioning pin which are arranged on the indexing disc. The invention further discloses a measuring method of the spring measuring instrument. The spring measuring instrument is simple in structure and compacted in size, is capable of measuring the height and circle number of a spring to be measured accurately and simultaneously and can be used for spring online detection, the spring process can be assessed for the first time, the detecting efficiency is improved, and usage is facilitated.
