Through heating and vibration, the elimination of the forming resistance of the metal pipe blank is facilitated, the plastic flowing and forming of a metal pipe are accelerated, and the resilience value of the reducing pipe during forming is lowered. The method and the device have the characteristics of simple equipment, convenience in operation, low elasticity recovery, high forming accuracy, and the like.
