Method and device for controlling cell

Embodiments of the invention provide a method and a device for controlling cell, and relate to the field of communication, wherein the cell can be closed or opened based on the network load at present, so as to reduce the network operation cost without disturbing the existing network service. The method for controlling cell comprises the following steps: obtaining measurement information of a first cell and measurement information of a plurality of second cells by a base station controller, wherein the measurement information of the first cell comprises the load of the first cell; if the load of the first cell is greater than or equal to a first preset threshold, and the measurement information of at least one of the plurality of the second cells meets the condition for opening the cell, sending, by the base station controller, an opening command to a base station which provides service for at least one of the second cells; if the load of the first cell is less than or equal to a second preset threshold, and the measurement information of at least one of the second cells meets the condition for closing the cell, sending, by the base station controller, a closing command to the base station which provides service for at least one of the second cells.
