The internal and external network physical isolation type disc read-write device comprises a manipulator, an internal network controller, an external network server, internal network CD drivers, CD burners, CD burner switches corresponding to the CD burners and second sensors, wherein the internal network controller controls trays of the corresponding CD burners to pop up and draw back through the CD burner switches; the internal network controller is not connected with the external network server; the external network server is used for controlling the CD burners to carry out burning; the second sensors are connected with the internal network controller and used for sensing the popup state of the trays of the corresponding CD burners; the manipulator is used for achieving light disc transmission between the CD burners and the internal network CD drivers; actions of the manipulator and the internal network CD drivers are controlled by the internal network controller. The invention further discloses an internal and external network physical isolation type disc read-write method. The internal and external network physical isolation type disc read-write device and method can achieve that data interaction does not exist between the internal network and the external network in the process of storing data into the internal network, and therefore data safety of the internal network is effectively ensured.
