The invention provides a monitoring management method and system based on a monitoring system. The method includes the following steps that all monitoring devices which monitor that a center server breaks down determine strategies according to a preset alternative priority, and after alternative priorities corresponding to the monitoring devices is obtained, broadcast messages are sent among the monitoring devices, wherein the alternative priorities are carried in the broadcast messages; after the monitoring devices which monitor that the center server breaks down receive the broadcast massages, the monitoring devices compare alternative priorities determined by themselves and the alternative priorities carried in the broadcast messages, and the monitoring device corresponding to the highest alternative priority is determined as a target monitoring device; the target monitoring device controls the other monitoring devices which monitor that the center server breaks down to conduct monitoring according to the preset monitoring strategy, a system with self-building capacity is built, the safety coefficient of security protection can be greatly improved, and the situation that the whole system can not run due to part of links are damaged can not occur.
