The device comprises a programmable controller, a power supply, a ground well arranged at the root of a pole, a submersible pump disposed in the ground well and connected with the programmable controller, a communication module connected with the programmable controller, a cable monitoring mechanism connected with the programmable controller, and a transmission line cooling mechanism connected with the programmable controller. The temperature of a cable in a transmission line can be accurately monitored in real time and online, and automatic cooling can be carried in time to ensure that the cable does not malfunction because of temperature rise.
