The system comprises the terminal equipment, an intelligent gateway cloud platform, an intelligent pipeline platform and a broadband access server, wherein the intelligent gateway cloud platform is used for receiving bandwidth adjusting request information, and transmitting the bandwidth adjusting request information to the intelligent pipeline platform; the intelligent pipeline platform is used for resolving the bandwidth adjusting request information to obtain the property of a router to which the terminal equipment is accessed and a target bandwidth, acquiring the effective bandwidth of the broadband access server, and generating a bandwidth adjusting scheme according to the property of the router, the target bandwidth and the effective bandwidth; and the broadband access server is used for adjusting the bandwidth of the router to which the terminal equipment is accessed according to the bandwidth adjusting scheme.
