A low-temperature bin, a refrigerating system and a control system are arranged in the main tank; the refrigerating system comprises an evaporator, a condenser and a compressor which are serially connected with one another by refrigerant pipelines; the control system comprises a control circuit, and the compressor can work under the control of the control circuit; a heat-insulation layer wraps the low-temperature bin; the heat-insulation layer comprises, by weight, 4.3 parts of sepiolite, 0.9 part of rutile titanium dioxide, 1.2 parts of river sand, 0.7 part of palygorskite, 1.4 parts of methylcellulose and 0.6 part of kaolin. The double-flap conversion type freezing and refrigerating tank has the advantages that the heat-insulation layer which is good in corrosion resistance, sound insulation, ageing resistance and heat-insulation performance wraps the low-temperature bin of the double-flap conversion type freezing and refrigerating tank, accordingly, the heat-insulation performance of the low-temperature bin can be improved, and long-term energy consumption of the double-flap conversion type freezing and refrigerating tank can be reduced.
