The invention relates to a pollution source treating process and particularly relates to a combined pollution source control device and method. A segmented pollution separation dam and a pollution separation curtain are arranged in a flowing river to separate river water in communicated river networks, so that the aim of segmented purification treatment on a certain river is achieved; and a pollutant collecting tank is matched, so that an exogenous pollution source is simultaneously treated. By using the combined pollution source control device and method, the shipping and flood discharge cannot be influenced, and a floating rod is pressed when a ship passes to ensure that a shipping tool can smoothly pass and the pollution separation curtain is not damaged, so that not only can the segmented treatment on a river channel be realized without water flow restriction, but also a pollution source is effectively controlled after combination.
