The method includes the steps that first, GIS software and a positioning system are used for positioning the sailing positions of the ships; secondly, a predetermined sailing area is set, whether the ships enter the predetermined sailing area or not is judged according to the positioned ship sailing positions, and if yes, a next step is executed; if not, detection continues; next, ship officers are notified that detection continues and asked whether to pass the dam in the predetermined sailing area or not, if the ship officers determine that the ships need to pass the dam in the predetermined sailing area, the waterlines of the ships are detected, and a next step is executed; if not, the ship officers are notified to leave the predetermined sailing area within limited time; finally, a path for the ships to pass the dam is arranged according to the serial numbers and the waterlines of the ships, the sequence for the ships to pass the dam is arranged according to the time determined by the ship officers, and arrangement for the ships to pass the dam is completed. The method solves the problem that the predicted ship coming condition of the upstream and the downstream cannot be mastered in real time by an existing dam shipping facility for ship dispatch, and reasonable arrangement for the ships to pass the dam can be performed according to the ship coming condition.
