The method comprises the following steps: S1, determining a transmission distance R0 of the transmitter of a primary user and a transmission scope R of a secondary user, and initiating the network guard band rho 1 of the primary user and the communication probability Pa of the secondary user; S2, according to the determined parameters, calculating a guard band value rho; S3, determining an absolute value difference between the current value of rho and the current value of rho 1, if the difference is smaller than or equal to a preset threshold, assuming that the rho ratio is already convergent, recording the guard band value rho at the moment, and otherwise, executing step S4; and S4, endowing rho 1 with the value of rho, calculating the current communication probability Pa of the secondary user, according to the communication probability Pa, recalculating the guard band value rho, continuing to execute the step S3 until the rho value is convergent, and recording the guard band value rho at the moment.
