Zusammenfassung:	The embodiment of the invention discloses a device and a method for making a shell. The device for making the shell comprises a lower template, a first inner core, a second inner core and an upper template. A groove is formed in the lower template, at least one part of the side wall of the groove is sunk, and the shape of the groove is matched with that of the outer surface of the shell; the first inner core is provided with a flange matched with the sunk part and is a soft core; and the second inner core is matched with the first inner core. For the shell made according to the embodiment of the invention, the forming efficiency of the shell is high, and the formed shell is free of cellosilk bruising, parting lines and the like at the largest contour line.
