The invention discloses a development system and a development method for an interactive voice response (IVR) visualization flow. The development system comprises a voice application platform (IAVP), a drawing module and a flow engine module, wherein the drawing module is used for drawing a flow diagram; the flow diagram comprises a plurality of function nodes; each function node has respective type; the flow engine module is used for analyzing the flow diagram, executing the function nodes according to the interaction between the function nodes in the flow diagram and the IAVP, packaging interaction nodes in the function nodes and feeding back corresponding VXML (Voice eXtensible Markup Language) information. According to the system provided by the embodiment of the invention, the flow diagram is drawn by the drawing module, so that the function of graphical editing is realized; the analyzing for a customized function pack and multilayer nesting are supported by the function nodes in the flow diagram, so that a main flow and a subflow can be obtained; in the whole development process, a developer can only draw the corresponding flow diagram according to a VUI (Voice User Interface) pattern, and the operation of writing codes is avoided, so that the development workload is reduced.
