According to the method, when the signal intensity of the first signal acquired by the device is not more than the first threshold value and the signal intensity of the second signal acquired by the device is not more than the second threshold value, or when a redirection request is received, the device determines whether a circuit switching business is being processed; if the device determines that the circuit switching business is being processed, the device maintains a dual stack mode; the device acquires the signal intensity of the first signal and determines whether the signal intensity of the first signal is larger than the first threshold value or not; and when the device determines that the signal intensity of the first signal is larger than the first threshold value, the device processes the first packet switching business. Based on the technical scheme, the device can processes the circuit switching business and the packet switching business at the same time when an adopted 2G mobile communication system does not support the dual transfer mode.
