The method includes the steps of stewed meat making, rotating baked cake making and stewed meat and baked cake combining, the step of stewed meat making includes caramel boiling, original soup boiling and meat stewing, the step of stewed meat and baked cake combining includes using a knife to cut an opening in size of 1/2-4/5 that of each cake surface between the upper cake surface and the lower cake surface of a cake, adding a proper amount of stewed meat and shredded pepper, and putting the cake into a packaging bag.
