The water from the receiving face (1A) is sent to be electrolytically processed. In addition, in the laminating direction (Z), the lamination area (R) of the conductive film (13) and the electrodes (11, 14) is observed to be between the conductive film (13) and the electrodes (11, 14). Water channels (14d, 13d) are formed between the conductive film and the electrodes.
