The invention discloses a power consumption and bandwidth reducing method and system. The method includes the following steps: outputting first refresh frequency and a first frame message to a display; receiving a first comparison message; when the first comparison message confirms that a second frame message and the first frame message have no distinction, outputting second refresh frequency to the display, wherein the second refresh frequency is lower than the first refresh frequency. By reducing the refresh efficiency, the display screen power consumption of electronic devices (such as tablet computers and smart phones) with display screens can be effectively reduced. Under some circumstances (like such as static scene, video playing suspension and song playing suspension), the system bandwidth output can be effectively reduced, and no adverse effect is generated on the display effect.
