The transmitting method comprises the steps that a base station acquires LTE PLMN parameter list information and cluster PLMN parameter list information which need to be broadcasted to UE; the base station fills the LTE PLMN parameter list information needing to be broadcasted in a first parameter of cell system information so that the LTE PLMN parameter list information needing to be broadcasted can be issued to the UE; when the link between the base station and a DSS is normal in communication, the base station fills the cluster PLMN parameter list information needing to be broadcasted in a second parameter of the cell system information so that the LTE PLMN parameter list information needing to be broadcasted can be issued to the UE.
