The invention discloses a device and method for restoring phenanthrene contaminated soil by using a two-way approaching method in combined with a solubilizer, belonging to the technical field of phenanthrene contaminated environmental restoration. The whole device is in a sealed state in the restoring process, and mainly comprises a power supply, electrode chambers, electrodes, switches and a horizontal sectional guide porous pipe, wherein four same electrodes are evenly distributed in the contaminated region; each electrode is arranged in the corresponding electrode chamber; and the service conditions of each electrode and the corresponding electrode chamber are controlled through the switches and control systems. According to the restoring method of the device, pollutants continuously approach to the cathode of the middle region by adopting the two-way approaching method, and the pollutant, namely phenanthrene in the soil is enriched nearby the specific cathode region by combining with the solubilization ef
