The invention provides a strip ribbon lapper comprising a cotton roll component, a winding roller, a lapping roller, a winding force closed-loop control system and an angle closed-loop control system, wherein the lapping roller is in linkage with the winding roller through a synchronous belt; the cotton roll component is arranged between the lapping roller and the winding roller and is connected with the winding force closed-loop control system; one end of the winding force closed-loop control system is connected with the cotton roll component, and the other end of the winding force closed-loop control system is connected with the angle closed-loop control system. The invention further provides a control method for the strip ribbon lapper, so that a winding force and a lapping force are adjusted respectively, the cotton roll quality is easily controlled, the winding speed is further increased, and a higher production efficiency is achieved.
