The invention discloses a water-permeable device of a base layer of a rock material. The water-permeable device comprises a goose soft rock core, a non-woven fabric layer and an outer protective layer. The non-woven fabric layer covers the outer surface of the goose soft rock core according to the shape of the goose soft rock core; the outer protective layer covers the outer surface of the non-woven fabric layer according to the shape of the non-woven fabric layer, and a plurality of first through holes are formed in the outer surface of the outer protective layer. Compared with the prior art, the water-permeable device has the advantages that the problem that sediment in water invades goose soft rock can be effectively solved, a drainage effect of the goose soft rock core can be guaranteed for a long time, accordingly, water can be effectively prevented from being permeated into rock material, and sediment further can be effectively prevented from invading the goose soft rock core.
