The invention relates to an IVR-based method for implementing the voice message leaving function of mobile phones. The method comprises the steps that firstly, the mobile phone of a calling party uploads voice data to a service server and requests a voice call from the service server; after the service server receives the request of the mobile phone of the calling party, request operation is recorded in a database of the service server, and a voice call interface is called to send the voice call request to a call center IVR server; the call center IVR server asynchronously executes a call function so as to call the mobile phone of a called party; after the call is finished, the call center IVR server calls a call result state back to the service server, and the call result state is sent to the mobile phone of the calling party by the service server.
