Zusammenfassung:	The invention provides a flexible component lifting device. The flexible component lifting device comprises a load bearing rack, a jack, a lifting steel strand, a clamping ring, a lifting belt and a traction steel wire rope, and further comprises a rope clamp. The upper end of the lifting steel strand penetrates through the load bearing rack and the jack. The lower end of the lifting steel strand is connected with the rope clamp through the clamping ring and the lifting belt. The invention further provides a method using the flexible component lifting device for carrying out lifting. A plurality of inhaul cables are connected before being lifted as a whole, so that low efficiency and security risks caused by the situation that the inhaul cables are lifted one by one before being connected are avoided. Meanwhile, in the lifting process, the traction steel wire rope is used for accurately controlling the positions and shapes of the inhaul cables, so that accurate connection between the inhaul cables and the upp
