Zusammenfassung:	The invention provides a reflecting component which can prevent degradation of the reflecting component and can use a light-emitting device for a long term, the light-emitting device and a lighting device. The light-emitting device comprises a light source, a base material, material particles and reflecting components. The light source emits illumination light. The base material is a white base material which has a photocatalyst function that the base material reacts with the illumination light and then is volatilized, and a surface of which is provided with concave portions and convex portions. The material particles are attached into the concave portions in the surface of the base material, are made of a substance heterogenous with the base material, and play a role in inhibition of the photocatalyst function of the base material. The base material containing the material particles is mixed into the reflecting component.
