An input method based on a touch screen includes the following steps of displaying a virtual input panel, wherein the virtual input panel comprises a common sentence functional key; receiving an instruction which is triggered by the common sentence functional key and used for inputting a common sentence; displaying a common sentence window, wherein the common sentence window comprises common sentences; obtaining the common sentence selected through operation on the common sentence window; displaying the obtained common sentence on a text editing area contained in the virtual input panel. In addition, the invention further provides a device with the touch screen. By means of the method and device, the complete common sentence with multiple words can be inputted through simple operation without inputting the words stroke by stroke or phonetic alphabet by phonetic alphabet to form the sentence, and therefore the input speed is increased.
