According to the method, soluble iron (III), germanium (IV) and other metal ions in raw phosphate rock pulp are used as catalysts, copper (II) ions play a synergistic effect, a trace buffer is added; countercurrent contact, in a dynamic wave desulphurization tower, with the sulfur dioxide tail gas out from an absorption tower is realized, and after sulfur dioxide is absorbed, a sulfuric acid solution is formed for decomposition of the phosphate rock pulp; phosphoric acid formed by the decomposition of the phosphate rock pulp can be used as the PH adjustment agent in phosphate rock ore flotation selection, and a mineralization coupling technology of phosphorus chemical industry and phosphate rock ore dressing can be achieved.
