Water flow enters a controllable duck mouth through a duck mouth inlet and flows into a water supply hose from a hose inlet, after pressure exceeds a certain design value, a piston head is closed, and finally the water flows into a water supply opening to guarantee supply of water flow. Under the excitation of control electric signals, a drive electrode drives single-row multi-layer single IPMC muscle bars to be overlaid, and the same stimulation signals are applied to the single-row IPMC muscle bars to achieve movement of the IPMC muscle bars.
