According to the method, on the basis of the conventional extraction step of producing reconstituted tobacco through a wet paper making method, extraction additives with the dry component being 1% to 5% of the raw materials are added to the tobacco raw materials, water is added to conduct extraction after the raw materials and the extraction additives are evenly mixed, extracts are obtained through concentration after an extracting solution is filtered, and the extracts can be added to coating liquid and can be applied to production of the reconstituted tobacco.
