The composite powder results from forming, on the surface of an inorganic powder, a first coating layer comprising a water-repellant organic compound, and a second coating layer formed on the first coating layer and comprising at least one compound selected from the group consisting of silicon dioxide, a hydrate of silicon dioxide, an oxide of aluminum, and a hydroxide of aluminum.
