The initialization module is respectively provided with electric quantity values for use in multiple stages, and sets price per kilowatt hour for the different stages; the metering chip respectively reads whether a current electric quantity reaches the electric quantity value set for each stage, if the current electric quantity reaches the electric quantity value set for the stage, an electricity charge at the stage is calculated, and then the metering chip continues to read the electric quantity of an electric energy meter.
