Zusammenfassung:	The invention discloses a liquefied natural gas producing device and method for using pipeline pressure energy for power generation and refrigeration. The liquefied natural gas producing device comprises a pressure adjusting system, a natural gas liquefying system and a control system, wherein the pressure adjusting system comprises an expansion machine and a heat exchanger which are connected in series; the natural gas liquefying system comprises a natural gas pretreating system, a heat exchanger and a natural gas liquefying cold box, the natural gas pretreating system, the heat exchanger and the natural gas liquefying cold box are connected in sequence, and besides the natural gas liquefying system further comprises a mixed refrigerant circulating system; an output shaft of the expansion machine is connected with a double-output clutch, a first output end of the double-output clutch is connected with a generator, and a second output end of the double-output clutch is connected with a refrigerant compressor
