The invention relates to a concrete sleeper maintaining and cooling system and a maintaining and cooling method. The concrete sleeper maintaining and cooling system comprises at least two maintaining pits. One sides of the maintaining pits are provided with air blowers. Air outlets of the air blowers are communicated with the bottoms of the maintaining pits through air inlet pipes. The pit tops of the other sides of the maintaining pits are communicated with the air inlet end of an air outlet pipe. An axial flow fan is arranged on the air outlet pipe and the air outlet end of the air outlet pipe is communicated with the first interface of a tee joint. The second interface of the tee joint is communicated with a trench through an air exhaust pipe and the third interface of the tee joint is communicated with the bottoms of other maintaining pits through an air returning pipe.
