The device is composed of an actuation power source, a supporting portion and a coupling portion, wherein the actuation power source is composed of a DC voltage stabilization source and a prime mover; the supporting portion is composed of a prime mover support positioning seat, a base plate and a rotor support positioning plate; the coupling portion is realized by a flexible connection shaft joint; the prime mover support positioning seat and the rotor support positioning plate are both fixed on the base plate; the prime mover is fixed on the prime mover support positioning seat; the two ends of a rotor to be tested cooperate with the rotor support positing plate through bearings; and the prime mover support positioning seat and the rotor support positioning plate are installed on such positions on the base plate that the central axis of the prime mover and the central axis of the rotor to be tested are collinear.
