The invention provides a channel and power distribution method based on adjacent-channel interference. The method includes the following steps: calculating channel distance limit of sub channels, marking the priority of a secondary user network terminal, selecting sub channels with smallest channel distance limit in available sub channel sets to form a smallest channel distance limit sub channel set when the available sub channel sets of the secondary user network terminal are not null sets, sorting elements in the smallest channel distance limit sub channel set in ascending sequence according to the transmission power of the secondary user network terminal meeting the smallest signal to interference ratio to form a sub set, and utilizing a first element of the sub set as the sub channel of the secondary user network terminal and with highest priority for transmission.
