The device comprises a take-up box and cables with joints at the two ends, and is characterized in that each cable winds an elastic take-up device; the elastic take-up device is fixed in the take-up box; the joints at the two ends of the cables are respectively led out of the take-up box via through holes; and cable arrangement posts are arranged at the cable joints outside the take-up box.
