The method comprises the following steps: identifying an RFID card by an RFID card identifying module; verifying the RFID card by a processor; or feeding back an identifying result to a server for verification; sending water delivering signals to a water delivering pump by the processor after the verification is passed; calculating the flow rate of the water delivering pump by a flow machine; conversing an obtained data to a water bill data; calculating corresponding cost according to single flow information by the processor; and simultaneously, sending a calculated result to the server positioned remotely through a wireless communication module.
