The system comprises a sub heating pipeline system, a sub solar thermal storage system, a sub wind power generation and electric power storage system, an industrial power supply and a controller, wherein the sub heating pipeline system is used for providing circulation hot water for the tunnel so as to realize a heating and antifreezing effect; the sub solar thermal storage system is used for heating the circulation hot water of the sub heating pipeline system through solar energy; the sub wind power generation and electric power storage system is used for the auxiliary heating of the circulation hot water of the sub heating pipeline system through utilizing electric energy which is converted by wind power or industrial electricity; and the sub solar thermal storage system, the sub wind power generation and electric power storage system and the industrial power supply are controlled
