The relationship of S and A does not exist in a one-to-one mode, but is changed dynamically, and the set A can achieve changes of an action set by addition of dynamic. By set-up of the tragedy, all clients choose reasonable video transmission rates base on self network conditions and under the condition that a video can be reliably transmitted, and therefore reasonable distribution of wireless bandwidth is finally ensured.
