The invention discloses a rope-breaking preventing damp slow-down elevator which comprises a cage, a guide rail, a hoisting rope, a traction sheave, a traction frame and a traction motor; the rope-breaking preventing damp slow-down elevator further comprises a damp slow-down device and an electric control system thereof; the damp slow-down device comprises a pulley rope, a top pulley, a top pulley yoke, a clutch, a damping device, a bottom pulley and a bottom pulley frame; the pulley rope is respectively twisted on the top pulley and the bottom pulley up and down, two ends of the pulley rope are respectively fixed at the upper end and the lower end of the cage, and the clutch is arranged between the damping device and the top pulley; the electric control system comprises a pressure sensor and a control device; and the pressure sensor is arranged below the traction frame and is connected with the control device through a wire, and the control device can control the separation and junction states of the clutch.
