System information block (SIB) broadcasting method, trans-regional reselecting method and device

The invention discloses a system information block (SIB) broadcasting method, a trans-regional reselecting method and a trans-regional reselecting device. The SIB broadcasting method comprises the following steps of: judging whether each neighbor cell supports a cluster function or not according to the configuration information of each neighbor cell by using an evolved Node B (eNB); adding neighbor cells which do not support the cluster function into a cluster neighbor cell blacklist parameter table; configuring the cluster neighbor cell blacklist parameter table in the SIB; and broadcasting the SIB comprising the cluster neighbor cell blacklist parameter table to user equipment (UE). Due to the adoption of the SIB broadcasting method, the trans-regional reselecting method and the trans-regional reselecting device, reselection into neighbor cells which do not have cluster functions during spanning of cluster UE can be avoided.
