The device is characterized by comprising a center mould block, a horizontal bracket and a vertical bracket, wherein the horizontal bracket and the vertical bracket are fixedly connected and perpendicular to each other; the horizontal bracket is fixed with the center mould block; a stop collar with a bolt hole is formed on the center mould block; a side plate is arranged on the center mould block; a fastening rod used for fastening is arranged on the side plate; and the distance between the side plate and the vertical bracket is greater than or equal to the width of the F-shaped steel.
