The invention relates to a balancer which is used for fixing upper dental bed and mandible after the gum balance is recovered, as well as a locator which is used for locating the balanced gums and manufactured by utilizing the balancer. The balancer acts on the locator which is used for locating the balanced gum. The gum balancer is characterized by comprising an upper balancer which is worn on the upper tooth row and a lower balancer which is worn on the lower tooth row, wherein a supporting plane and a bulge are respectively arranged on the upper and lower balancer in the middle of the gum, and are opposite and matched. The gum locator matched with teeth, which is manufactured by utilizing the balancer, facilitates the gum of a patient to be recovered and balanced.
