The invention relates to a wind-moving and energy-saving neutralization reactor in an ammonium phosphate production system. The wind-moving and energy-saving neutralization reactor comprises a cylinder body, a phosphoric acid inlet pipe, an ammonia inlet pipe, a slurry overflow port pipe and a steam exit pipe, wherein the bottom of the cylinder body is provided with at least one phosphoric acid inlet pipe extending into the cylinder body and at least one ammonia inlet pipe extending into the cylinder body; pipe orifices extended into the cylinder body of the phosphoric acid inlet pipe and the ammonia inlet pipe have a gap and are not parallel and in different directions; the upper portion of the cylinder body is provided with the slurry overflow port pipe; and the top of the cylinder body is provided with the steam exit pipe.
